{"id":1271,"date":"2023-12-14T13:25:14","date_gmt":"2023-12-14T12:25:14","guid":{"rendered":"https:\/\/www.otja.es\/strategies-integrating-just-transition-in-asturias\/"},"modified":"2026-06-11T11:17:33","modified_gmt":"2026-06-11T09:17:33","slug":"strategies-integrating-just-transition-in-asturias","status":"publish","type":"page","link":"https:\/\/www.otja.es\/en\/strategies-integrating-just-transition-in-asturias\/","title":{"rendered":"Strategies integrating Just Transition in Asturias"},"content":{"rendered":"\n<p class=\"has-large-font-size wp-block-paragraph\">The Just Transition process is articulated through the statewide <em>Just Transition Strategy<\/em>, which seeks to optimize, through the creation of public policies, the opportunities for the creation of economic activity and employment provided by the ecological transition to a green and low-carbon economy, minimizing the negative economic and social impacts that may arise.<\/p>\n\n<p class=\"has-large-font-size wp-block-paragraph\">In Asturias, 4 other strategies contribute to the development of the Just Transition Strategy.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-dots\"\/>\n\n<h2 class=\"wp-block-heading has-primary-color has-text-color has-x-large-font-size\">Just Energy Transition Strategy of Asturias<\/h2>\n\n<p class=\"has-large-font-size wp-block-paragraph\">The main objective of the <em>Just Energy Transition Strategy<\/em> of Asturias, ETEJA, is to establish the guidelines for the transformation process of the regional energy sector. This transformation must be carried out in a fair manner so that in the territories that experience the negative effects derived from the closure of energy production facilities, initiatives aimed at compensating such effects are promoted. <\/p>\n\n<p class=\"has-primary-color has-text-color has-large-font-size wp-block-paragraph\"><strong>Guiding Principles<\/strong> <\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-large-font-size\">P1. Achieving a decarbonized energy sector <\/li>\n\n\n\n<li class=\"has-large-font-size\">P2. Enhance the competitiveness of regional factors <\/li>\n\n\n\n<li class=\"has-large-font-size\">P3. Position the consumer at the center of the model. <\/li>\n<\/ul>\n\n<p class=\"has-primary-color has-text-color has-large-font-size wp-block-paragraph\"><strong>Strategic objectives<\/strong> <\/p>\n\n<p class=\"has-large-font-size wp-block-paragraph\">To decarbonize the regional energy model based on energy efficiency and technological diversification, facilitating the competitiveness of the regional economy. <\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-large-font-size\">O1. Creation of a new energy supply model based on renewable energies and technological diversification. <\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-large-font-size\">O2. Creation of a new energy consumption model based on energy efficiency and electrification. <\/li>\n<\/ul>\n\n<p class=\"has-large-font-size wp-block-paragraph\">SO2. To enhance the competitiveness of regional capabilities <\/p>\n\n<ul class=\"wp-block-list has-large-font-size\">\n<li class=\"has-large-font-size\">O3. Strengthening the regional industrial fabric, boosting the economic activity of other sectors, improving competitiveness, promoting an ecosystem of knowledge generation and economic development in all territories. <\/li>\n<\/ul>\n\n<ul class=\"wp-block-list has-large-font-size\">\n<li class=\"has-large-font-size\">O4. Citizen-centered, creating jobs, reducing inequalities and supporting the people most affected by the transformation of the energy sector. <\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.otja.es\/wp-content\/uploads\/2024\/03\/Estrategia_Transicion_Energetica-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Just Energy Transition Strategy of Asturias<\/strong><\/a><\/div>\n<\/div>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-dots\"\/>\n\n<h2 class=\"wp-block-heading has-primary-color has-text-color has-x-large-font-size\">Climate Action Strategy<\/h2>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"has-large-font-size wp-block-paragraph\">The <em>Climate Action Strategy of the Principality of Asturias<\/em>, EAxCLIMA, with a 2030 horizon, is the agenda that guides the ecological transition as an action against climate change and as a contribution to the objectives established at European and national level.  <\/p>\n\n<p class=\"has-large-font-size wp-block-paragraph\">the decarbonization of the asturian economy requires a transformation that will affect all sectors of activity and will have to reduce emissions.<\/p>\n\n<p class=\"has-primary-color has-text-color has-large-font-size wp-block-paragraph\"><strong>General objectives<\/strong><\/p>\n\n<ul class=\"wp-block-list has-large-font-size\">\n<li class=\"has-large-font-size\">To reduce total GHG emissions in Asturias by 55% by 2030 compared to 1990 (equivalent to a 64% reduction compared to 2005), and to lay the foundations for achieving climate neutrality by 2050, contributing to national and European mitigation targets. <\/li>\n\n\n\n<li class=\"has-large-font-size\">O2. Integrate the climate variable into planning instruments and regional sectoral policies for adaptation to climate change, in order to reduce vulnerability to the risks derived from climate change. <\/li>\n\n\n\n<li class=\"has-large-font-size\">O3. Orient scientific knowledge and regional technological innovation towards decarbonization and adaptation to climate change. <\/li>\n\n\n\n<li class=\"has-large-font-size\">O4. To train, raise awareness and involve the population in action against climate emergencies. In order to achieve its objectives, EAxCLIMA proposes 10 areas for action  <\/li>\n<\/ul>\n\n<p class=\"has-large-font-size wp-block-paragraph\">From each of these areas a series of lines and measures are derived in terms of climate action in Asturias.<\/p>\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.otja.es\/wp-content\/uploads\/2024\/03\/Estrategia_AccionX_Clima.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Climate Action Strategy<\/strong><\/a><\/div>\n<\/div>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-dots\"\/>\n\n<h2 class=\"wp-block-heading has-primary-color has-text-color has-x-large-font-size\">Asturias Industrial Strategy 2030  <\/h2>\n\n<p class=\"has-large-font-size wp-block-paragraph\">Asturias faces the 2030 horizon with the firm objective of consolidating a solid, resilient and diversified industrial model, capable of increasing its competitive level in the context of a global economy marked by ecological and digital transition.<\/p>\n\n<p class=\"has-large-font-size wp-block-paragraph\">The Asturias Industrial Strategy, approved by the regional government and the Asturian economic social agents, is aligned with other European initiatives such as the European Industrial Strategy, the Green Pact Industrial Plan, the Zero Net Emissions Industry Act or the Critical Raw Materials Act. It proposes the following as priority objectives for the 2030 horizon: <\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-large-font-size\"><strong>Strengthen existing regional industry and attract new industrial activities<\/strong>, in order to shape a more competitive, diversified, sustainable and digitally secure sector.<\/li>\n\n\n\n<li class=\"has-large-font-size\"><strong>Generate more quality industrial employment<\/strong>, guaranteeing safer, more egalitarian and inclusive working conditions that reinforce the role of industry as a generator of social stability and opportunities for personal development.<\/li>\n\n\n\n<li class=\"has-large-font-size\"><strong>To fully integrate Asturian industries into international production chains<\/strong>, contributing to the strategic autonomy of the European Union and favoring the internationalization of the local productive fabric.<\/li>\n\n\n\n<li class=\"has-large-font-size\"><strong>Strengthen and enhance the role of industrial SMEs<\/strong>, facilitating their growth and their access to technological, financial and training resources, to ensure their leading role in the new industrial model.<\/li>\n\n\n\n<li class=\"has-large-font-size\">To contribute, from the industry, to the <strong>reinforcement of an inclusive, equitable and sustainable model of Asturian society<\/strong>.<\/li>\n<\/ul>\n\n<p class=\"has-large-font-size wp-block-paragraph\">In order to achieve a proper alignment with the draft Industry and Strategic Autonomy Law, the following structure has been followed:<\/p>\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li class=\"has-large-font-size\">A <strong>diagnosis<\/strong> of the context of the industry&#8217;s situation along the entire ecosystem value chain.<\/li>\n<\/ol>\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li class=\"has-large-font-size\"><strong>The general objectives, priorities, lines of action and indicators<\/strong> to enable the monitoring and evaluation of the Strategy during the period of validity, in terms of industry and for strategic autonomy.<\/li>\n\n\n\n<li class=\"has-large-font-size\">The <strong>identification of the main elements that can be incorporated into industrial ecosystems<\/strong>, one of the key axes of the new Industrial Law, and within these, those that are considered strategic.<\/li>\n\n\n\n<li class=\"has-large-font-size\">Determination of <strong>strategic challenges and relevant lines of action<\/strong> to address them.<\/li>\n\n\n\n<li class=\"has-large-font-size\"><strong>Governance mechanisms<\/strong> to ensure public-private collaboration and cooperation between administrations and with economic and social agents and representatives of civil society.<\/li>\n<\/ol>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div Act<\/strong><\/a><\/div>\n<\/div>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-dots\"\/>\n\n<h2 class=\"wp-block-heading has-primary-color has-text-color has-x-large-font-size\">Strategy for the Sustainable Management of Raw Materials<\/h2>\n\n<h2 class=\"wp-block-heading has-primary-color has-text-color has-medium-font-size\">(In public consultation period)<\/h2>\n\n<p class=\"has-large-font-size wp-block-paragraph\">The <em>Strategy for the Sustainable Management of Raw Materials of the Principality of Asturias <\/em>was created to adapt Asturian mining activity and its value chain to an environment in which sustainability and digitalization are prioritized.  <\/p>\n\n<p class=\"has-large-font-size wp-block-paragraph\">For its definition, the <em>Asturian Raw Materials Round Table <\/em>was created, which worked for two years to define the path to be followed by the sector under an expanded approach that takes into consideration the needs of raw materials from outside the region.  <\/p>\n\n<p class=\"has-primary-color has-text-color has-large-font-size wp-block-paragraph\"><strong>Overall objective<\/strong><\/p>\n\n<ul class=\"wp-block-list has-large-font-size\">\n<li class=\"has-large-font-size\">To position Asturias as a reference region in the sustainable production of raw materials and in production technologies, taking advantage of existing activity and capabilities.<\/li>\n<\/ul>\n\n<p class=\"has-primary-color has-text-color has-large-font-size wp-block-paragraph\"><strong>Operational objectives<\/strong><\/p>\n\n<ol start=\"1\" style=\"list-style-type:1\" class=\"wp-block-list\">\n<li class=\"has-large-font-size\">Strengthening the industrial fabric associated with the sustainable production of raw materials.<\/li>\n\n\n\n<li class=\"has-large-font-size\">Adapt the capacities and means of the administration to guarantee the sustainable production of raw materials.<\/li>\n\n\n\n<li class=\"has-large-font-size\">Improving interregional linkages and international outreach<\/li>\n\n\n\n<li
