Strategies integrating Just Transition in Asturias

The Just Transition process is articulated through the statewide Just Transition Strategy, which seeks to optimize, through the creation of public policies, the opportunities for the creation of economic activity and employment provided by the ecological transition to a green and low-carbon economy, minimizing the negative economic and social impacts that may arise.

Climate Action Strategy

The Climate Action Strategy of the Principality of Asturias, EAxCLIMA, with a 2030 horizon, is the agenda that guides the ecological transition as an action against climate change and as a contribution to the objectives established at European and national level.

the decarbonization of the asturian economy requires a transformation that will affect all sectors of activity and will have to reduce emissions.

General objectives

  • To reduce total GHG emissions in Asturias by 55% by 2030 compared to 1990 (equivalent to a 64% reduction compared to 2005), and to lay the foundations for achieving climate neutrality by 2050, contributing to national and European mitigation targets.
  • O2. Integrate the climate variable into planning instruments and regional sectoral policies for adaptation to climate change, in order to reduce vulnerability to the risks derived from climate change.
  • O3. Orient scientific knowledge and regional technological innovation towards decarbonization and adaptation to climate change.
  • O4. To train, raise awareness and involve the population in action against climate emergencies. In order to achieve its objectives, EAxCLIMA proposes 10 areas for action

From each of these areas a series of lines and measures are derived in terms of climate action in Asturias.


Just Energy Transition Strategy of Asturias

The main objective of the Just Energy Transition Strategy of Asturias, ETEJA, is to establish the guidelines for the transformation process of the regional energy sector. This transformation must be carried out in a fair manner so that in the territories that experience the negative effects derived from the closure of energy production facilities, initiatives aimed at compensating such effects are promoted.

Strategic objectives

To decarbonize the regional energy model based on energy efficiency and technological diversification, facilitating the competitiveness of the regional economy.

  • O2. Creation of a new energy consumption model based on energy efficiency and electrification.

SO2. To enhance the competitiveness of regional capabilities

  • O3. Strengthening the regional industrial fabric, boosting the economic activity of other sectors, improving competitiveness, promoting an ecosystem of knowledge generation and economic development in all territories.
  • O4. Citizen-centered, creating jobs, reducing inequalities and supporting the people most affected by the transformation of the energy sector.


Strategy for the Sustainable Management of Raw Materials

The Strategy for the Sustainable Management of Raw Materials of the Principality of Asturias was created to adapt Asturian mining activity and its value chain to an environment in which sustainability and digitalization are prioritized.

For its definition, the Asturian Raw Materials Round Table was created, which worked for two years to define the path to be followed by the sector under an expanded approach that takes into consideration the needs of raw materials from outside the region.

Overall objective

  • To position Asturias as a reference region in the sustainable production of raw materials and in production technologies, taking advantage of existing activity and capabilities.

Operational objectives

  1. Strengthening the industrial fabric associated with the sustainable production of raw materials.
  2. Adapt the capacities and means of the administration to guarantee the sustainable production of raw materials.
  3. Improving interregional linkages and international outreach
  4. Enhance the value of Asturian mining heritage as an economic, industrial, cultural and social resource.

Asturias Industrial Strategy 2030

The Asturias Industrial Strategy 2030 (EIA 2030) seeks to strengthen industry in the region through various initiatives and objectives. The strategy is framed within the context of the RIS-3 Smart Specialization Strategy and focuses on three strategic objectives:

  • Recover industrial leadership through technology.
  • Market orientation and diversification.
  • Design a new territorial management model based on collaboration that incorporates social challenges and is more dynamic and attractive to attract talent and new businesses.

The EIA 2030 recognizes that Asturian industry is undergoing a process of transformation in an increasingly competitive global context and identifies as key factors for competitiveness and industrial employment, the business fabric, human capital, research, innovation and internationalization of the industry.

The strategy also stresses the importance of planning and coherence of public action, and presents various programs and instruments to support industry, including support for innovation, business creation and growth, access to new markets, and development of infrastructure and industrial support services.

The Asturias Industrial Strategy 2030 is an ambitious plan that seeks to strengthen and transform Asturian industry, with a focus on innovation, sustainability and competitiveness in the global context.
